Not as noticeable because that’s always been the case. The trend that’s different, which you touch on, is that younger generations don’t put as much a premium on wealth accumulation and don’t want big houses in the burbs. They are staying put in smaller, urban quarters and more inclined to stay renters. Even after young families have kids, the conventional “wisdom” that cities aren’t good places to raise kids, schools are bad, etc are going by the wayside. So cities are changing quite a bit, and the “decay” seems to be in small towns, rural areas, and exurbs.
